As a Merchant of Riga you construct buildings in the important cities around the Baltic Sea, which gets you Victory Points and additional abilities.
In short turns you take one building card or a set of commodity cards from the general display, then you may play building cards, that you pay with commodities. Depending on the city where you build, some commodities have a higher value or cannot be used at all.

Collect the commodities that fit best to your plans for new buildings and construct the buildings to improve your trade empire.
