Minerva is a unique tile-laying resource-management strategy game.

As state managers deployed by the Roman Empire to develop flourishing cities, you will race to build military and cultural facilities to assist cultural activities and construct temples and layout the city so that it is worthy of its temples. The player who develops his city best, will earn the favour of the goddess Minerva and win the game.
